Words change their meaning over time. New technology leads to new words, but it is not the only way definitions change. Another way that the meaning of a word can change is that a speaker or author makes use of multiple senses of a word. For example, Shakespeare is famous for using 'double meanings'. While using multiple senses of a word is used in literature and humor, there is a strong incentive to use them in regard to responsibility. I expect that there is plenty of evidence of using words this way in legal documents and court records. When it comes to political speech, directing blame is done in a wider context so that, over time, it can affect what we think words mean. It could be an interesting research project to find a correlation between prevalent political speech and changes in the senses in definitions, particularly regarding responsibility.
